Menu bar counters don't appear and their colours can't be changed

Counters in menu bar only appear when the window "Preferences/Counters" is opened.
Moreover, their colours can't be changed.

- Assigned user set to “benny”
Counters only appear when they are non-zero. Except when editing them, o that part is a feature.

The color-popup has simply not been implemented yet.
