'Junk' flag = 'suspect'?

Is this a 'junk' flag or a 'suspect' flag?
I guess I don't understand MM's system.
The label invites the interpretation that it's same as being / moving in(to) the 'Spam' folder.

- State changed from “new” to “resolved”
In MailMate it is most often the same, i.e., MailMate encourages that
messages in the Junk mailbox are exactly the messages with the Junk
flag. That is why the toolbar button is “Move to Junk” and not
“Mark as Junk”.[state:resolved]
