"Mark messages as Not Junk if score is below..." setting doesn't survive a restart

Minor...
SpamSieve: [x]Enable Apply to new messages in... Inbox
Mark messages as Not Junk if score is below [5]
...seems to always reset to zero after a restart.

- State changed from “new” to “fixcommitted”
It actually only happens if the value is not committed by hitting enter, switching pane, or changing focus in some other way. It does fail if just closing the preferences window. I've tried to improve that.
