eml files are always attached to new emails.

Well, bug (report) begets bug (report).
Once again, I'm not 100% sure what's the expected outcome but
I'm sure there's some glitch.
It may in part be a brand new 1.0 bug, though, since I guess it
depends on the drop of the import routine and the 'Local'
folder.
A) External eml file:
1. Take some eml file and open it with MM - drag it on the icon or
double-click.
2. Message is not opened, but attached to a new, fresh email.
This one happens with eml files outside the MM folder - I haven't
done extensive research.
B) The same happens with attached eml files:
1. Email with attached eml file
2. Click on eml attachment
3. New empty message with same attachment.
Best manual way to create a chain mail inside your draft folder
without any server.
(that part reminds me of the German joke about a Saxonian virus
replicated by copying the text by hand ;-)
C) If you open a file inside the MM Messages folder, you end up with a Message View window and a new email with attachment.

A) A known issue. I prefer to call it a missing feature.
B) Not good. Makes A look more like a bug.
C) That worked correctly in an earlier version. I'll investigate that
