mac 15.2 weird keyboard navigation

are there known problems with mac sequoia 15.2? It seems that arrow key navigation is not working the same as it has. It is a new mac air, and maybe my settings are wrong. But it got worse with the 15.2 upgrade.
Symptoms: From a viewer and having selected mail, pressing the up/down does not change the focus. The arrows move which cell is highlighted, but the email focus is not changed. I've tried with and without gmail key bindings.
Any ideas on what is wrong? I could provide a video.

No known problems. Maybe try switching layouts in the View > Layout menu. Do you have the problem in all layouts?
