RFE: dwrite to control dock badge colors

The current counter docker badge fill colors can make can make
reading the white counter text suboptimal; it would be nice to be
able to configure this — don't necessarily need a GUI, a
dwrite
would be peachy too.

You mean a setting to set the text color of icon badge counters?
It won't be very hard to add I believe, but you are the first one to ask :)

I was thinking of setting the fill color - something about the white text on the pumpkin-yellow of the lower left badge makes me quite grumpy about my rods & cones; i think keeping the text color uniform and be able to make the fill a different color would stay more consistent with the already heterogeneous badge fill motif.

Setting the fill color is a more likely feature. It's actually already supported, but there's no interface for setting it and it's pretty hard to do from a Terminal window.
I'll note to make sure this is part of whatever rewrite I'll eventually have to make of Counters preferences (which has always been pretty broken as a user interface).
