Text drag / drop broken in message composer

In the message composer, moving text with drag/drop (select a span of text, long press, move, release) works inconsistently - once in several attempts - with the trackpad and does not work at all with a wireless mouse. The selection never becomes movable, no matter how long I press. The process works instantly in every other application.
MacBook Pro (Retina, 15-inch, Mid 2015)
Currently on 10.14.6 - but I don't believe this has worked before
(or at least worked consistently)
