Buttons "move to junk", "mark as not junk" only for HTML mails?

The buttons "move to junk", "mark as not junk" are only
available for HTML mails.
Why not for standard mails? I think the usage of these buttons is
inconsistent.
For plain mail you have to use dropdown menu.
