send-later calculates sending time wrong

The current time and the delay for sending are shown in the
attachment.
The entry in the "Send Later" field is: 4.11.2019 7:16
So the delay should be 14 not 26 hours. It seems that MM considers my 7am to be 7pm. I have 24hr clock display, so I would have entered 19 not 7 for the evening. I suspect that if I open the pending email after 7pm and resend it, the delay will be correct.
The behavior I observe would be correct if my system setting was 12hr clock. I expect MM to respect the clock mode, though.
This is in Version 1.13 (5657) under El Capitan.

Sorry, I was wrong. Even after 7pm, MM considers 7am as 7pm.
I wonder if this is not a side-effect of recently added MmLocaleDateIdentifier.

I just noticed that the error occurs only if I specify date and time. If I specify time only, the calculation seems correct.

I can support this. It's 8.36am here, but when I enter "6.11.2019 7:16" into the field, it turns into 7.16pm tomorrow. The same result as "6.11.2019 19:16" actually.
