Cursor Insertion for New Message Composition

When composing a new message (and not simply replying to
message), is there a setting that allows the default cursor
insertion point to be the To field in lieu of the
[default] Body field?

The default should already be the To header for new messages. Do you have the focus in the body?
In any case, MmComposerInitialFocus might be useful.
