Flag header behaviour error

Assumed correct behaviour should be:
Clicking the 'flag' column-header should reorder a list according
to the applied flag.
Actual experienced behaviour:
Clicking the 'flag' column-header changes whether a flag is applied
to the selected message and reorders the list according to the
applied flag.
