Rules window not populated on opening

When I open the rules editor for a folder, it first appears incompletely populated and non-functional. When I change the tab and then go back to the rules tab, it is correctly rendered. I am attaching 2 screen-grabs, before and after.

This is on MacOS 10.12.6. If there is any more information about the machine configuration you need, please tell me.

    I'm on the same OS version, but I'm not seeing this issue.

    Does this happen for all mailboxes or only some of them?

    A not completely scientific survey of about 10 mailboxes suggests that it happens for "real" mailboxes that correspond to IMAP folders (blue), but that it does not happen for virtual/smart mailboxes (purple).
