mail selector behaves odd

A smart mailbox is checking All Messages mailbox. When I select “any recipient” contains a string, I get 1 message in the list. If I select “To” only, I get 26 messages. In this case, both selectors should produce exactly the same result. Sounds like a bug to me. I am sending the screenshots in an email.
