Import emails from a dead account

Is it possible to import an mbox from a now obsolete account? The mail is only accessible offline in an old account folder in Apple Mail. I have exported the mail to an mbox.

Yes, MailMate can import
mbox
files. The latest test release of MailMate fixes a minor issue with the GUI related to this. Update like this: Hold down ⌥ (option/alt) when clicking “Check Now” in the Software Update preferences pane in MailMate.Then use “File ▸ Import Messages” to import the emails into MailMate. Note that you can choose a destination IMAP mailbox in the same window. Also note that MailMate is IMAP only which means that the emails are going to be uploaded to the server. This might not be what you expect and there's also a risk that the server cannot cope with the number/size of emails (depending on how many you have) -- probably depending on company policy.
A hack is to import the messages into an IMAP mailbox which is kept explicitly offline (using “Mailbox ▸ Take Offline”). This is fragile though since you might accidentally take it online some day.
