Minor UI bug: re-ordering tags in preferences using drag and drop

What does not work: dragging a tag from one position in the list to another if another tag is selected.
Example: Five tags, "one", "two", "three", "four", "five" exist in the tag preferences. They are ordered after their numeric meaning in ascending order:
one
two
three
four
five
- If I first select (click on it once) the tag "four"
then
- Without selecting the tag first, drag the tag two" and drop it
above "one"
- Instead of the tag "two" being moved, it will be the tag "four" since it was selected.
Similarly, if no tag is selected, it is not possible to re-order the tags at all since nothing is moved.
