Minor UI bug: re-ordering tags in preferences using drag and drop

What does not work: dragging a tag from one position in the list to another if another tag is selected.

Example: Five tags, "one", "two", "three", "four", "five" exist in the tag preferences. They are ordered after their numeric meaning in ascending order:

two
three
four
five

1. If I first select (click on it once) the tag "four" then
   
2. Without selecting the tag first, drag the tag two" and drop it above "one"
   
3. Instead of the tag "two" being moved, it will be the tag "four" since it was selected.

Similarly, if no tag is selected, it is not possible to re-order the tags at all since nothing is moved.
