One empty line between signature and 'forwarded msg'

The signature feature was built with the expectation that most users would end a signature with a newline, but it was still allowed not to do so.
But I think that I should probably enforce the use/insertion of a newline since it is hard to argue that anyone would not want to not have a newline when forwarding or top-posting. It would then not matter whether or not a final newline is used in a signature.
