two more possible Ventura issues?

I'm on 5942 and noticing a couple of things (one of which I was noticing on the previous test build I had been using):

When I first start up MM and start to write in the recipient field, the typing doesn't show up for 2-3 seconds though it does know what I've typed. Subsequent attempts are instant like expected -- it's just that very first message. Note too that typing in the subject field and message field is instant for the first message, so it's just the To/CC fields.

Particularly noticing on the latest test release, Mac isn't bringing MM to the forefront when expected, such as clicking on the title of a new message from the top bar green icon. MM has opened the correct message, but it's just that Mac hasn't brought MM to the front. Once I click on the MM icon on the Dock (or cmd-tab to switch to MM), the window comes up with the right message ready to be viewed. It just doesn't happen automatically anymore for me.

Further update: I'm actually still seeing issues on #2 after restarting a number of times and even updating to 13.2.1. I'm still guessing it's a Ventura problem, but one that might need your attention.
