HTML Mail with <base target="_blank"> makes attachment buttons not work

If a mail with text/html content and attachments is received,
and the text/html content contains a <base
target="_blank">, then the Quick Look and
Save buttons on the attachments will not work.
Right-Clicking on the file's icon and choosing "quick look" from
the menu works.
The following minimal example exhibits that behaviour, clicks on
the Quick Look or Save buttons don't do anything.
Removing the line with <base target...> makes
them work again.
