MM sounds should not require "Play User Interface Sound Effects" to be set

The title says it all. No other app on my Mac requires that option to be set for it to produce sound effects. And setting that preference enables other annoying sound effects from macOS that I don't want to hear.

This might be implicitly fixed by switching to Mojaves new system for notifications. I'll note to look into that.
