Feature Request: Retry Offline Sources

I don't know what causes it, but several times a week I notice that one or more of my sources are offline. Could you retry "offline" sources periodically?

- State changed from “new” to “duplicate”
This is actually how it's supposed to work (using the “unavailable” state instead of “offline”), but I've had a few reports about it not working as intended. Please see ticket #1430 for a possible fix and add comments to that if you have any additional details.
