Top vs bottom posting not functioning correctly (or perhaps just confusing)

Steps to reproduce:

  1. Reply to any message.
  2. Note that the cursor and the signature are at the bottom of the message.
  3. MM > Prefs > Signatures > Default placement: note that the radio button is set to Top (!)
  4. Switch to Bottom
  5. Repeat steps 1 & 2 and note that the behavior is unchanged
  6. MM > Prefs > Signatures > Default placement: note that the radio button is set to Bottom
  7. Switch to Top
  8. Repeat steps 1 & 2 and note that the behavior is unchanged
  9. In frustration, do MM > Prefs > Signatures > Reset usage history
  10. Repeat step 1, and note that behavior is now as expected: cursor and sig are at the top
  11. Scratch head in bewilderment: what is "Reset Usage History" supposed to do, and why is it necessary?
  12. Wonder why one can't have the signature at the bottom and the reply-cursor at the top (that's the behavior I have always expected)
