Top vs bottom posting not functioning correctly (or perhaps just confusing)

Steps to reproduce:
- Reply to any message.
- Note that the cursor and the signature are at the bottom of the
message.
- MM > Prefs > Signatures > Default placement: note that
the radio button is set to Top (!)
- Switch to Bottom
- Repeat steps 1 & 2 and note that the behavior is
unchanged
- MM > Prefs > Signatures > Default placement: note that
the radio button is set to Bottom
- Switch to Top
- Repeat steps 1 & 2 and note that the behavior is
unchanged
- In frustration, do MM > Prefs > Signatures > Reset
usage history
- Repeat step 1, and note that behavior is now as expected:
cursor and sig are at the top
- Scratch head in bewilderment: what is "Reset Usage History"
supposed to do, and why is it necessary?
- Wonder why one can't have the signature at the bottom and the reply-cursor at the top (that's the behavior I have always expected)
