Separate filter for Tags vs. Keywords

Currently, I'm trying to to use Rules to apply tags to specific emails and then adjust the Mailbox filters base on the tags, but that means I need a custom tag name so they don't get picked up by the Keywords filter.
Example:
Subject: "Build Broken v12345" <-- Add "Build Break" Tag
Subject: "There was a build break in some third party library"
<-- This gets picked up too, or in my case, hidden. :(

I'm not sure I understand the use case or even the feature request?
What is it exactly that you cannot do with a rule condition?
