Some specifiers not correct in new emails

Using Version 2.0 (6265), with a custom bundle that puts
specifiers such as ${to.name} into the environment:
with a new email, where the user puts an address into the To field
and then invokes the bundle command, specifiers such as
${to.name} do not evaluate to the correct value. If
the user saves the new email as a draft, and reopens it, then
invokes the bundle command, the specifiers are correct.
