Show scroll bars "Automatically based on mouse or trackpad" cuts off letters.

In Sonoma 14.6.1, when I turn on System Settings -> Appearance -> Show scroll bars -> "Automatically based on mouse or trackpad," a scroll bar gets stuck on the side of some messages.
The trigger I've encountered is HTML messages that are short in length after viewing a message that requires a scroll bar.
I have a video of the bug, but enabling distortion mode only shows the extra scroll bar, not how it covers the edge of the message.

I'm unsure how to add a screenshot, but here's what I see when I have a mouse plugged into my laptop (dropbox link below).

After a fresh restart, I can't replicate this on 6065. I'll keep running 6065 and see if it comes up again.
