Expunge Toolbar Icon Never Clickable

I looked in the manual and searched in the mailing list and Google for an explanation of what/how the Expunge toolbar button does. I assumed that if I selected one or more messages and then clicked the Expunge icon it was the same as Delete Immediately, but no matter what message or messages I select, the Expunge button never highlights - always stays dimmed and not clickable. Am I wrong in my assumption of what Expunge does and am using it incorrectly?
