[FEATURE REQUEST] Add all-rules view in the GUI; Add rule logging

ISSUE
There are two aspects of Mailmate that make troubleshooting rule issues problematic:
- Rules are attached to mailboxes, rather than contained in a
central repository, and there is no easy way to note which
mailboxes have rules attached.
- There is no log message or other indication when a rule executes or the actions it has performed.
REQUESTED CHANGES
Viewing rules
The only way to show all rules is to inspect the ~/Library/Application Support/MailMate/Mailboxes.plist file. This is somewhat cumbersome and usability would be greatly improved if either or both of the following were implemented:
- A user-enabled indication in the GUI that a mailbox has rules attached to it. It probably makes sense to have this enabled by default but it should be configurable via a new Preferences setting.
- A new menu item that will show all rules and the mailbox to which it is attached.
Logging
- Implement logging for all rule execution including what specific actions are taken by the rule.
- As with the other logging functions, this could be implemented as a Hidden Preference.

I'd also be very interested in rule logging!
I have some rules that have a ton of conditions. It would be kinda nice to know which ones were obsolete.
