Can't scroll certain HTML Mails

When I receive an HTML-formatted email like the one attached, I can't scroll through it - all I can see is what shows initially in the window. If I open the HTML in a web browser (Safari, in particular), there are no errors and the JavaScript console doesn't show any errors or warnings either.
I am attaching the raw EML file for a typical mailing.
Please advise - I create these emails, so I can make changes to them if needed.
