I'd like to make a smart mailbox that holds all messages that have tags or keywords, and has subfolders for each specific tag and keyword. To do this it seems like I'd need, in addition to "includes" and "does not include," an "exists" option, but there isn't one.

Have you tried the following condition?

Conditions: "#Tags" "is not" "" <– textfield empty
    Submailboxes: "#Tags" –> Mailbox name format "${##tags}"

Unfortunately the subfolders are named with the IMAP-keyword and not with the tag name.

@Meindert: Mike gave you the currently best solution I believe, but you are probably right that an “exists” option is needed although in this case it doesn't matter much since all non-tagged messages are just put into an “Other” mailbox. Another known problem is that “Submailboxes” does not yet handle multi-value headers well. This is a problem if you use multiple tags on a message.
