Apple 2FA (not 2SV) prevents connecting to or adding iCloud account

I recently switched my Apple account from 2-step verification to Apple's newer 2-factor authentication. Since then, I can no longer connect to my iCloud account from MailMate. I tried deleting the source and re-importing the account from Apple Mail, but that also fails to connect. It acts as if the password is wrong (I am copy/pasting it from 1Password).

Are you sure it's the correct application specific password -- and this password still works?

I did not need or have an application specific password under Apple 2-step verification. Switching to the newer 2-factor authentication, which works more like the Google system, caused the failure.
