Smart Mailboxes with multiple criteria doesn't seem to work for Gmail

Tried everything to get this working, not sure if it is a bug? I am trying to create a Smart Mailbox that retrieves messages that appear in 2 folders, using "ALL" (which I read from a google search is an "AND" rule). I want all messages from my Gmail inbox that have the label "Not Primary".

If i remove one of those rules, it works (as you can see in screenshot). I have confirmed that I do indeed have messages that fall under that criteria and can't figure out how to get it working.

Attaching 3 screenshots to show that the smart mailbox works for the individual rules. But combining them together doesn't return any messages.

The purpose is I am trying to recreate Gmail's primary inbox functionality, which I have managed to do in Apple Mail.

    “All” means that a message must be in all of the mailboxes to be included. “Any” means that it just needs to be in any of the mailboxes. I can see that it might not be as intuitive as it could be.

    “All” equals a boolean AND. “Any” equals a boolean OR.

    Does that help?
