add smart mailbox filter option for encrypted mails and their keys

I would like to be able to use Smart Mailboxes to filter for the PGP keys that
1.) a message has been encrypted to, no matter whether I have
the corresponding private key
ENC_TO <keyid> 1 0
2.) was used to decrypt a message.
KEY_CONSIDERED <keyid> 0
BEGIN_DECRYPTION
