threading of messages sharing in-reply-to value where that value is not message-id

Hi Benny,

I know there are a lot of threads on threading support, but there is a particular subset that would be useful and seemed like it might be a simpler solve. I've noticed that some online services, GitHub being my primary example, send all messages in a group, say a pull request or issue, using in-reply-to with a generic target identifier like In-Reply-To: <flux-framework/flux-core/issues/1562@github.com> rather than a specific message ID. Might it be possible to treat the first such message in a directory as the "parent" of the rest for the purposes of threading?

If there's a way to do some of this via a plugin I'd be happy to take a crack at it, but I haven't seen a way to do that.

    You mean no message then exists with a Message-ID of <flux-framework/flux-core/issues/1562@github.com>. That's kind of confusing. Hmm, and I don't seem to see that. I see Github emails threaded (if the original email exists).

    In other words, I think this is the general problem of related messages not being grouped if the are not strictly parent-child. (I'll add this ticket to my existing set of tickets related to threading such that it is updated when threading is improved.)
